The Dalkeith Schools Community Campus was procured under the Private Finance Initiative (PFI) - and comprises a new build reprovision of the existing Dalkeith High School and St David’s RC High School as well as a new Special Education Needs School (SEN) and sports facilities (for use by the schools as well as the wider community.)
The project provides some 24,797m² of accommodation and is required to deliver the similar yet differing requirements of the three schools on one campus, whilst additionally making provision for community use of the facilities for both sports and education activities.
The agreement is inclusive of both ‘hard’ and ‘soft’ services being delivered by the private sector Special Purpose Vehicle (SPV) for a thirty year concession period, post-construction.
Hulley & Kirkwood were appointed by Currie & Brown on behalf of the Funder (Abbey National Treasury Services Plc) to provide Technical Due Diligence services, as well as a tripartite appointment (Council/Funder/SPV) to carry out the role of Independent Tester.
